The one thing to check before you buy any of them: her desk depth. A mat that hangs over the front edge is the gift that gets quietly resented, and compact desks run roughly 32 to 47 inches wide with depth varying far more than width does.

What not to buy in this band

What I'd get
The desk mat, then the bulb, then the cable sleeve, in that order and I'd happily give all three to the same person as one present.
Between them they change the largest surface, the light falling on it and the thing underneath it that ruins every photo, which is most of what a desk actually is. None of them needs a console, a monitor or a shade match.
